The answer to this simple question is NO! It is okay to talk about your roles and responsibilities at your previous workplace, but refrain from making derogatory comments about your previous employer

Never make derogatory remarks about your current or past employers in an interview.
I have seen many professionals ranting about their current company when they go for job interviews. Some get personal by criticising managers/colleagues.
Before you say anything caustic, remember that your current employer has given you an opportunity to move forward in your career. You chose them wilfully & perhaps worked for a number of years. We have to be grateful & give them respect, even though few things didn’t work out or you disagreed with their ways.
Of course the interviewer would ask you ‘Why are you shifting?’ You have to explain the motive & you can do it in an objective way without being disrespectful. Remember, the interviewer is looking at a cultural fit too.
If you are capable of badmouthing your current employer, chances are you will badmouth them later. Companies are looking for passionate folks who can objectively look at issues & solve them, rather than complain & leave.
The interview is a glimpse into who you are, one who sees a glass half full or half empty. In an interview, be positive, talk positive, focus on your strengths & use this opportunity to know more about the new company & role.
This is a good way to start a new relationship!
